Chinese residents’ public demand has grown rapidly with the continuous development of China’s economic and social since the reform and opening-up, while the supply of public service fallen behind. Therefore, the government has to fulfill the equalization of regional basic public service to realize the social harmony and stability, as well as improving the welfare of the citizens.The author attempts to answer two important issuesin the practice of regional basic public services. First, what is the situation of the gap of basic public services in our country? Second, what kinds of strategies can meet the needs of current equalization policy?This paper consists of five parts. The first oneintroduces the background, literature review and research methods, etc. Then follows the relatively academic theoretical. Next part uses the empirical analysis to evaluatethe gaps of different regions’ basic public services in China. Latter comes the international experience as well as lessons of the equalization of public services in developed countries. Last section includes writer’s policy suggestions on Chins’ equalization of basic public services.The research’s focus and main results of this paper are as following:To begin with, this paper sets up the index system of regional basic public services and makes empirical analysis of the inequality between provinces.By using Gini coefficient, the coefficient of variation and comprehensive marking method, combining two equalization standards, section three has the analysis of the input and results of four basic public services field(basic education, public health, employment & social security and public culture).Moreover, the analysis also considerscitizens’ satisfaction to the services.In addition, the causes mentioned in this article can be proved to be associated with the gap closely by several charts. That can be helpful to enhance the conclusion’s pertinence and relevance.Secondly,theauthor addressed policy proposals to solve the reasons.The suggestions in last part can be divided into three steps: Firstly, making sure the overall objectives and principles of the equalization; Then,enhancing the administrative reform of the supply mode of the basic public services; Finally,improvingrelevant financial system.
