The public sector has a special status in our country,it is not only the practical implementation of policies and advocates, but also plays an important role in China’s economic and social development and in serving the people. Since the country officially launched the civil service system in October 1, 1993, each session of the government is trying to reform and improve relevant laws and systems in the public sector in recent years, public sector management and institutions pay more attention to scientific updates and more close to reality, and in line with the purpose of serving the people.Related systems for public sector reform involves many aspects, such as legal level, institutional level, the cultural level, and department structure level, etc. Mechanism of human resource management as a key element of the public sector naturally becomes the focus of much-needed reform. To change the status quo of China’s public sector human resource development now, we need to reform the public sector human incentives. Because there are many problems in mechanism of human resource management in the public sector, and can’t meet the requirements of the development of Chinese economy and society, there is no incentive to give full play to the positive role of public officials, thereby damage the country’s image in the public sector and reduce the masses status, and influence the credibility and policy execution in the public sector. Yunnan Province as a frontier province, affected by the level of economic and social development and financial strength, for a long time in national policy-making level influence is very small, and in the course of execution of the national policy and the lack of independent space, from policy in many countries including public sector mechanism construction and reform policy in Yunnan Province and the effect of the actual implementation, the positive guidance and promote the role than the eastern developed regions, and negative effects and problems relatively prominent. Therefore, this paper is based on the national level of the overall situation of human resources in Yunnan province to explain the operation of the incentive mechanism and problems, and put forward suggestions for improvement.This paper describes the underlying motivation theory, from the perspective of motivation theory, the situation, existing problems and their causes of human resource incentive mechanism in the public sector are analyzed. The thesis summarizes the successful experience of incentive mechanism about human resources of public sectors in western developed countries and refines out some points benefitting to the construction of incentive mechanism about human resources in the public sector, proposes ways and means suited to the development of China’s public sector, and provides recommendations for the improvement of human resources in the public sector as well as incentives to promote the reform of government institutions.
