Training is a significant integrity of the human resources management system that is a necessary step can not be ignored, which is formed an effective system after the training have been done years of research and developed with practice. Since training is a process that requires long-term commitment and it needs time to work out, the public sector training systems is set up relatively better than other enterprises,with the strong financial backups. However, in the implementation process, a certain bias cannot be completely avoidedeven if the surrounding is sound. Among these, the inputs and attentions of the training demand analysis is far to satisfy the training in most of that, and it happens regularly that training “demand” cannot perfectly match with training “supply”, which leads both of them always in an unbalanced situation, and it will influence the results of training is far from the expectation. We can see that the training demand analysis is a direct factor which determine the effectiveness of the training. In an other words, the more attention we pay to the training demand analysis, the more success we will get in the training thing.This research will focus on the grass-roots civil servants group. With expects theory, and competent force quality model and the adult learning theory as the based theories, it looks for the gap between the Chongqing grass-roots civil servants of training demand analysis and the classic model of training demand analysis. Additionally, the research will select business administration organgrass-roots civil servants in Chongqing as object, and will do an experiment for training demand analysis factor of empirical investigation, we expect change the situation that the people who will be trained don’t accept “passive demand” of training but an “active” one, further more, the training we give to the grass-roots civil servants will be more effective than ever before. After all, we want the training thing can be applied in practice, and hope it will make some differences after training in the work. Through a series of studies, it will show that training demand analysis is an important part of the training, it can help to make some suggestions and advice to makeup the current shortcomings of training demand analysis in the grass-roots civil servants.This research is mainly aimed at training demand analysis in the theoretical aspects, which is one constitution of human resource management system, to demonstrates its influence and importance of training. As a result, if training demand analysis is attracted more attention, training will provide a higher degree of completeness and accuracy. Besides, the research means somethingin a realistic way.It base on the character of training demand analysis, anduse the research way to improve training efficiency for grass-rooted civil servants and "multiplier" of civil servants’ training.The thesis is constitutedfive parts, includes introduction part, theory part, research part, empirical research part and countermeasure part, full five chapters corresponding to this five-part one by one. 1th chapter is introduction: it includes the background, problems proposing, the meaning of study and an elaboration of relevant research literature, which determined the approaches and methods in this study. In addition, in this chapter, the possible existence of key points, difficulties and innovations if the study get a success will be given. 2nd chapter is about concept and theoretical part: according to the definition of the core concept and the reference of three basic theories, we made a delineation of the scope of the study object and content limits, providing the jumping-off point for this research. 3rd chapter will show the current situation of Chongqing civil servants’ training demand analysis: withlisting policies, present situation and classic model, we do some research by comparing method to find out how far between theory and reality. 4th chapter is anempirical research relating to training demand analysis in Chongqing business administration organ: combining the practice and theory, factor analysis on training demand analysis will be executed and discussed. 5th chapter is the countermeasure part: this is all about how to makethe training demand analysis of grass-root civil servants in Chongqing better through the countermeasures way from perception,system rules, process and methods aspects.Simply to say, training for grass-roots civil servants in Chongqing is an organized and task level demand to “imposed” to the one who need participate in the training, and this kind of training demand analysis system will have the results of the training demand analysis exists without completenessfrom a macroscopically perspective. This study focus on staff requirements, which is differentfrom the current situation. By using factor analysis method, we want content of training demand analysis is more useful and guide the practice, which is supported by empirical research. The personal sampling results of the survey on the training demand analysis can imply the differences between “giving” training and “demand”training, further more, the difference will have influence on training content. Through such research process, it makes the training organizer understand the training demand analysis should add additional staff “demand” training demands analysis to the original “given” one, and make training demands analysisprocess accomplish from the top to the bottom. Eventually,the whole process of training demands analysismay exchange the existing “given” training to a new form of “given” + “demand” effective training.
