This paper is aimed at exploring the theories and practices of the common immigration policies of the European Union that is come from the process of the European integration and developing with it. With the deepening and expanding of the European integration process, the common intra - EU market has come into view initially. The freedom of movement of people, material and goods is the necessary factor for the construction of intra- EU market, but it also has taken some bad impacts on the European Union, especially some adverse influence on the politics, economy and culture identity that come from the freedom of European immigration' movement, from which the European immigration problem has come into being. The enacting and development of European common immigration policies is not only to cope with the more and more exacerbated immigration problem but also one of chief content in the European integration process. Through historical analysis and comparative study, this paper intends to discourse upon the necessities, legislative foundation, mechanism of decision- making, developing pattern and challenges of the common European immigration policies, and try to find out the tendency of the policies and the reciprocity between the policies and the European integration process.This paper is composed of five chapters, plus a foreword and a conclusion. In the foreword, the author illustrates the academic significance and the realistic significance of the subject, evaluates the conditions of the academic researches on European immigration policies both at home and abroad, and put forward the problems that this paper try to figure out.Chapter one concentrates on the origins and the contents of the European immigration problems, in which the author discusses the reasons of the European immigration problems include the background of the age of globalization, the historical problems come from the old policies, the factors of geo - politics and the economic reasons. On the contents of the European immigration problems the author elaborates chiefly the effects on politics, economy, society on the memberships of the EU and on the European integration process.Chapter two is mainly to explain the developing common European immigration policies. Firstly the author discourse upon the legislative foundation of the policies that is a series oftreaties and agreements with basic effect. Secondly the mechanisms to manage the European immigration problems are analyzed which include the third pillar: Justice and Home Affaires, Schengen system, Dublin Convention, Trevi Group and so on. And then the author analyzed the characters of the common immigration policies and the aim of the policies.The subject is the challenges that the European common immigration policies have to meet. This chapter makes an exploration into the influences on the policies that come from the " state fundamentalism".The concluding part that titled the Prospect of EU common Immigration Policy makes a summary of the whole paper and makes a forecast on the prospect of EU common immigration policy through the analysis of the relationship between the policies and the European integration process. The; author thinks that the improvement of the EU common immigration policy is the necessary demand of the European integration process. But because of the difficulties of the national authority' s release and the international terrorism after the 9.11, the supranational approach will not replace the multi - level governance approach in a short time.
