Human resource has been critical for enterprises to achieve their strategic targets under increasingly intensive competition for marketing. Whether an enterprise succeeds or not depends largely on whether employers support or oppose decision-makers and also the enthusiasm of employers. How to stimulate the consciousness and passion of employers for their responsibility has been a severe problem that bothers enterprise managers, especially human resource managers. Basically speaking, enterprise administration is administration of employers. The concept of equity, justice, rationality is applauded by many enterprises. However, it is no easy task to apply it only by means of regulations and policies to enterprise administration, let alone to human resource management. Only with a comprehensive human resource information system characterized with publicity, compatibility, coherency, conveniency, and the transformation from traditional human resource management to a strategic one can the concept of equity, justice, rationality be actually applied to human resourcemanagement.Based on the theory of transformation from traditional human resource management to a strategic one and theories of strategic human resource management, the author takes YNPOST E-HR SYSTEM (Yunnan Post Electronic Human Resourse System) as an example to discuss a new model for the transformation of human resource management in order to improve the status quo of human resource management in postal enterprises and promote running performance and overall competition.This paper puts forward an architecture of strategic human resource management after studying the status quo of human resource management in postal enterprises and assessing the demands of human resource management in the future. The analysis and design of the system within such an architecture is given in details in this paper.
