In China, human resource management started late. Since the reform and opening up, with the party and the country's focus shifted to socialist modernization, economic and social development making the rapidly increasing demand for talent, and talent problems have become increasingly prominent. In 2002, CPC Central Committee and the State Council issued the "National Program for qualified personnel (2002-2005) ", and first time proposed the conception of "implement the strategy of strengthening the nation through human resource development". In this background, many companies began to focus on the position of strategic human resource management in the enterprise development, and developed gradually from the simple human resources management to strategic human resource management. As an extension of this theory, institutions which collect so many national talents is seeking breakthrough from finding out its own problems, changed from traditional personnel management to modern human resources management continuously. So as to achieve the purpose of further promoting the reform of institution's personnel system. This paper start from human resources management of institutions, and propose a new model of management that bring strategic human resource management concepts into institutions. At the same time, the paper look Shanghai Educational Evaluation Institute as the object of empirical study to find a new strategic human resource management system which meet the institution's own characteristics. It makes strategic human resource management of institutions more practical and operational. Thus, it has a wider range of reference and promote value.This paper consists of six chapters. Chapterâ… , "Introduction" mainly explains the background and significance, lists related research results, describes the research methods used and the framework of the paper. Chapterâ…¡, "Strategic Human Resource Management Overview" largely reflects the strategic human resource management proposal, background, meanings and characters, and the difference between strategic human resource management and traditional human resource management. Chapterâ…¢, "Shanghai Educational Evaluation Institute and its development strategy". First, a brief overview of Shanghai Educational Evaluation Institute's duties and functions. Second, make a SWOT analysis to Shanghai Educational Evaluation Institute using strategic human resource management theories. Finally, introduce the development strategy of Shanghai Educational Evaluation Institute. Chapterâ…£, "Shanghai Educational Evaluation Institute human resource management status and problems", analyze human resource management status and the existing problems under the current management situation. Chapterâ…¤, "Tentative idea of strategic human resource management in Shanghai Educational Evaluation Institute", has an overall vision specific to strategic human resource management of Shanghai Educational Evaluation Institute with the using of strategic human resource management theory from three aspects:set up a concept of human resource management based on strategy, plan the strategic human resource management, and finally propose a model of strategic human resource management. Chapterâ…¥, "A number of strategic human resource management measures in Shanghai Educational Evaluation Institute", advance relevant measures to be taken to implement strategic human resource management in Shanghai Educational Evaluation Institute from four aspects:improve the post appointment system, strengthen the incentive function of the material and spiritual, establish a strategy-oriented performance evaluation system, and strengthen the implementation of all staff training and development.
