In 1999, Chinese State Department publicized the minimum living standard scheme statute. This indicated the MLSS(the minimum living standard scheme) entered the legal management track. From then on, the MLSS became the most important content of social assistance policy. This scheme is an important scheme relating to the national economy and the people's livelihood. It ensured the people's basic living standard effectively. The people will never plunge into poverty gulf.With the furthering of economy system reform and the progressing of marketing in China, the problem of MLSGS-UR group is gradually coming out. The city poverty group and unemployment people have appeared, which brings heavy pressure and threat to he country and the society. How to satisfy their demands for jobs has become the hot issues in our country ,as well as one of the most important things which are closely related to the success of reform and what's more, the stably developing of our country.It takes the MLSGS-UR family as investigative objects, analyzes the realities of MLSGS-UR family roundly and meticulously from number, age, cultural level, profession, consumption and housing of MLSGS-UR family members with the way of surveys and embedded interviews. And it analyses the low employment rate reasons of MLSGS-UR from Subjective and Objective factor. This article selected research approach of quality, used the latest data, rely mainly on deepening interview, document research and second hand analysis for complementary collection of materials. This research tries to bring out reasonable policy suggestions to promote the re-employment of MLSGS-UR. I hope this research will contribute to the development and consummation of the MLSS in China. There have much limitation and shortage in this research. The relative researches need to continue hard in future.
