Research On The Status Quo And Countermeasure Of Minimum Living Standard Scheme For Urban Residents In Anshun City Of Guizhou Province

The minimum living standard scheme for urban residents is the most basic and important so called"the last safety grid"policies within the Chinese social relief systems. Its establishment not only symbolizes the new level of our country's social rescue system,but also symbolizes our country's socialist market economy system is moving towards mature and perfect.So it is of great theoretical and realistic significance to explore and research this system.This thesis proceeds from operational tracks and effects of the esidential minimum living standard policy,focuses on deficiencies of this policy which exposed when put in practice at Anshun City,Guizhou Province,such as disparities on applied concepts,simplex source of funs,and difficulties on estimating hidden income,omparative lower security standards,weakness on basic levels and faultiness on supporting measures,etc.Seven aspects of measures and suggestions are put forward based on the combination of realistic aims to perfect the minimum living standard policy.These measures are:to optimize policy framework,widen financing ways,perfect supporting measures,deepen re-employed projects,strengthen clarity of minimum living standard policy work, establish a specialized team to responsible for this work and to speed up legal system establishment on this policy.This thesis is a further careful study and discussion are made based on referenced and accepted the achievements of predecessors by using those methods of research and study,interview,comparison of data,bibliography research,combination of quantitative analysis and qualitative analysis.Trying to promote a fully practice and a healthy developments on this policy.To contribute a positive and effective research on constructing the policy of which predominates by minimum living standard policy and subsides supporting relief measures , diversification of funds source ,standardization of insurance as well as socialization of service management.
