At the beginning of the 21 st Century ,China is totally getting into a period of All-round development and the social structure as well as the economic structure has great changed. Nearly at the same time the problem of vulnerable groups appears. In fact ,the vulnerable groups' appearance in the new time is the cost of reform and open policy .The vulnerable groups included underlying society massive crowds , compares with other social strata crowds ,the vulnerable groups all is at the weak trend position in each aspect of social life presently ,the problem of vulnerable groups has already become an important one that effect society stability and advancement .But in these questions ,the question of the politics participation question of vulnerable groups especially outstandingly ,such as the non-system participation's increasing , vulnerable groups event frequently arising ,as well as illegal crime peak arriving and so on .These question mean that the aspiration of vulnerable groups' political participation and the condition of vulnerable groups' participation politics is extremely limited. The article attempts to prompt the deep reason that shape the situation of vulnerable groups' participation, and then constructs the feasible mean of strengthening vulnerable groups' participation.The article first defined the concepts of vulnerable groups' politics participation correlatively, Focus on the vulnerable groups' participation of the status and characteristics. It summarized the reason of vulnerable groups' politics participation situation at the social reforming time . The first is the analysis of vulnerable groups' own reason , including the negative effect of traditional ideas, the limitation of their own economic condition and the lowlihead of the quality of citizens' own participating in government ;Next it has promulgated the influence to vulnerable groups while the correlative the national system is shortcoming from the national system aspect, including political systems aspect: the limitation of the mechanism of vulnerable groups' politics participation; legal system aspect: the distress of the right of vulnerable groups' participating; the social system aspect: the irrationality of the social system has limited vulnerable groups' political participation; Finally it has analyzed the reason of vulnerable groups' political participation situation from the concrete correlation policy angle, for example in the correlation policy content, excessively many paid attention to the economic problem but neglect the political issue, in the policy formulation process, lacked the channel of vulnerable groups' expressing benefit as well as in the policy implementation, causing the phenomenon of the corrupt, disturbing vulnerable groups' normal politics to participate in the activity and so on. On the basis of summing up the above reasons, the article finally proposes the concrete measure to strengthen vulnerable groups' political participation: First, we should develop socialist market economy, improve vulnerable groups' economic condition of participating politics; Next, we should develop the humanist culture of vulnerable group' participation, enhance vulnerable groups' consciousness and the ability of political participation; Thirdly, we should make perfect the construction of related system of vulnerable groups' political participation, realize the institution, legal and sequencing of vulnerable groups' political participation; Finally, we should realize the essential inclination of policy, provide policy safeguard to vulnerable groups' participation.
