Administrative Region Of Adjustment With The Local Expression

In this paper, the event of the county demarcation between Baoji and Feng County in Shaanxi is the basic narrative thread, files and information on local histories was relied on, we seeks to recover the historical process of the "scramble" for Huangniupu Town between Baoji and Feng County in Shaanxi in 1941～1946.Official and public involving in dispute expressed that the town should belong to one's own standing in their respective positions. This is a classic case which presents us a local community who finds a solution to border dispute of the political area with conflict and compromise.In this study, the town Huangniupu located between Baoji and Feng County. At least to the late Qing Dynasty, Huangniupu has been under Baoji County. In Jiaqing years, because of the request of Feng County, a small west section of the street of the town was allocated to Feng County, which was a stop place for communication of traffic between north and south of Qinling Mountains. In the Republic of China, especially after the war of resistance against Japan occurred, due to the opening of the Longhai Railway and Xihan road passing through the town which is at the rear, which make their transport, economy grow fast and the strategic value become prominent. Feng County first proposed that the jurisdiction of the town is fully allocated to the county, but this was strongly opposed by Baoji official.Feng County and Baoji formed a tight fight for Huangniupu in front of provincial government. From their respective governments to the grassroots people mobilized, have requested that the town should be one's own.The border dispute between the counties intensifies. After repeatedly exploration, the border dispute ended with maintaining the old boundary.This paper attempts to reproduce the basis of the process of historical development, and fully displays how groups or individuals of different administrative affiliation, class attributes and interests of the demands express their own views, orientation and position taking advantage of border dispute, which add rich content of local social functioning for a seemingly simple administrative region event. Through analyzing the factors of natural areas, cultural areas, economic zones and military zones through the process of Administrative Region, this article tries to discuss the mutual relation among these factors reflecting from the case. The importance of the factors and how to use them by all parties in the program of survey border is also discussed.Although the dispute over the ownership of Huangniupu shows a trend of increasingly complex, but the final outcome of this event depends on the principal contradiction in Chinese society within a specific period of time. Guard right of Huangniupu finally was assigned to the Hubei-Shaanxi-Gansu border region Garrison Command Jurisdiction System of National Government, which is the inevitable result of the operation of internal contradictions.Finally, by analyzing local various political forces, social expression of will of social roles and interaction of compromise through the adjustment process of administrative region, we concluded that:the adjustment process of administrative region is a dynamic process at the horizontal and vertical complex continuous game and compromise among the local parties, ultimately making the optimum solution.Studies of the case enable us to realize that the adjustment process is often involved the local community about the area in all directions. Through the investigation of the historical process, we can find an observation window for the operation of the local social reality. The adjustment process through the traditional administrative region can enhance our understanding of modern society is expanding. At the same time, the rich history of administrative region to geography of the existing time-domain, promote the discipline to further advance.
