Along with the continuous development of the policy of reform and open in our country, it is a strategic and important measure to import overseas intelligence and invite foreign experts and scholars to work in China for?the Four Modernizations ?construction. As the base of fostering talents for the country and society, universities, which have started the profound and significant work since the 1950 are the front of carrying out this policy, but it developed slowly. After reform and open policy, the social benefit and the economic efficiency of importing intelligence are day by day obvious. More and more universities have realized the vital role of foreign experts and teachers. At the same time, more and more foreigners are interested in working in China. At present, more than 1300 units have the qualification of inviting foreign cultural and educational experts. Every year about 30,000 foreigners are invited. Nowadays the time has stepped into 21St century. It is the knowledge economical time. It is not only the need of complying with the development tidal current for universities to invite foreign experts and teachers, but also a important way to strengthen the academic exchange with foreign countries, to import technology, to profit from the advanced experience overseas, to enhance the universities?teaching and scientific research level, then to enhance the national synthesis strength of China.Universities are typical human resources concentrating organizations. The development and management of human resources is the measure to realize the goals of organizations. Taking Liaoning Institute of Technology as an example, this thesis mainly recurred to the method and process of human resources development and management, analyzing the difficulty and problems in the foreign experts and teachers?management. It summarized the faults and lessons in the former works, discussed some management methods and obtained some wise remarks. At last it described the prospect of inviting foreign experts and teachers at Liaoning Institute of Technology and in other universities. I hope this thesis will be helpful for Liaoning Institute of Technology and other universities.
