Talents management is an important issue for all countries. Along with deep research and practice, more divisions have been made on talents. Among them foreign experts management has become a field where needs concerns from both researchers and administrators. When our countries started its opening-up policy, intellectuality introduction has been launched effectively and foreign experts management has been included into tasks of certain government departments. Many long-term and multi-angle researches have been carried out by administrators, experts and researchers on policy making and management practice. Relatively complete policy system has been established upon which our country's experts management has been improved rapidly. Foreign experts brought in a large amount of foreign intellectualities which have formed a great impetus to our economic and social development. Meanwhile from the historical process of foreign experts management, and comparing to foreign talents management institution in developed countries and common foreign talents management institution in China, we can find that there're still many problems in China's foreign experts management, such as the institution is not complete, lack of regulations and laws, intellectuality introducing channels are not expedite, service systems are lag behind, etc. All above problems have been obviously hindering the promotions of intellectuality introduction and talents' development, blocking international talents inflow and exchange.The author firstly made a discussion on actual significance and value of foreign experts management standardization. She pointed out that foreign experts management is an important part of intellectuality introduction and foreign experts management standardization is of great significance in cutting down development cost, shortening the distance between developed counties and us, saving up future development potentials. She also reasoned out that as a significant part of human resources, foreign experts are playing an important role in human resources international distribution. Using methods of comparison and induction, she sorted out typical experiences and ways in foreign experts and other high-level foreign talents management in USA and Japan. Compared the features of the two countries with China's situations she revealed some key points in China's foreign experts management institution development. Besides those, she gave a whole introduction to China's foreign experts management institution including the basis of the institution, general framework and deficiencies. On one hand she objectively illustrated the institution and on the other hand she found out problems on personally viewpoints. The author finally made out several concrete measurements in building foreign experts management standardization, such as paying more attentions to macro-management of foreign experts and other foreign talents as some developed countries are doing, enhancing law making in completing institution, cultivating a market system playing more important role, etc. She was hoping that her relatively rough and simple research may lead deep studies by other administrators and law researchers and users. Certainly these will be helpful to push forward the process of foreign experts management standardization and institutionalization, and achieve sound and rapid development in China's social and economic undertakings.
