With the voice of teacher professionalization development getting stronger and stronger in social and the affecting of the cognitive psychology and post-modernism philosophy on the education becoming deeper and deeper, more and more researchers focused on the study of teacher reflection in every country in the world from the1980's. Many related researches and discusses have indicated the reflection can promote and progress effects on teacher professional development. Therefore, reflective practice, reflective teaching and reflective teacher are becoming very important questions that are paid attention to by many experts and scholars in education field.As far as our country, the quality of teacher is the one of the key factors which directly impacts the successful implementation of elementary education curriculum reform in present China. It is undoubtedly the important means and method of promoting teacher professional level and quality to improve reflective consciousness and abilities of teachers. And it will help teacher to achieve the change from the experienced teacher to the reflective teacher. So it is the key point to clarify the concept, characteristics of reflective teacher, to construct the ways and means of developing teachers' reflective abilities.On the basis of absorbing and drawing fully on the research achievements in the past, this study mainly analyses and discusses "what is the reflective teacher "and how to foster the reflective teacher. This thesis consists of four parts:Firstly, the study tries to analyze and summary the times background, the theory basis, the course of development and the primary problems of the researches on reflective teacher. This also is the basis and foundation of this thesis.Secondly, on the basis of sorting out the related researches on "what is reflective teacher" that made by many experts and scholars at home and abroad, we further clarify the concept and characteristics of reflective teacher, discuss the possibility and necessity of fostering reflective teacher in middle and primary schools.Thirdly, to resolve the problem of fostering the reflective ability of teacher, we analyze the impedance factors that affect the reflection of teacher, inquire into the subjective and objective conditions, the general ways and means of developing reflective ability of teacher.Fourthly, we systematically try to present the process and methods of promoting teacher to be reflective practitioner in view of teacher appraisal, and provides some evaluation sheets and instruments in order to improve teacher to make effective reflection.
