Nitrogen fertilizer manufacturing industry is one of the biggest emission sources of wastes in all of the three forms. China is moving on quite well in setting up and fulfilling pollution controlling standards and has made great progress since the 1970s. But with the fast growing of environmental pressure, traditional end-of-pipe treatment idea could no longer fulfill the fast developing request of pollution control from the society and the government. The idea of Cleaner Production was brought up by the west countries in the 1980s. It requests to reduce the produce of wastes in the manufacturing progress and it concerns the cleaner property through out the whole life-circle of one product. It has brought up an effective solution for enterprises to realize sustainable development. China has passed and implemented the"Cleaner Production Promotion Law"in 2002 and published the"Cleaner Production Standards-Nitrogen Fertilizer Industry"in 2006 by the Ministry of Environmental Protection of the Peoples Republic of China.A constructing solution of Cleaner Production Monitoring System which included on-line monitoring, assessment and optimization for a demonstrating enterprise of small synthetic ammonia industry in the Shaying River Basin was studied; The major works and innovations are following:1. An ammonia cleaner production monitoring and assessment system was designed. A new idea and realization solution was brought up aims at changing the once and manual evaluation and assessment method.2. An on-line cleaner production assessment approach for synthetic ammonia plants was brought up, which applies both fuzzy membership functions and Analytic Hierarchy Progress. A hierarchy model for small synthetic ammonia plants was built up, back up on the Linquan Chemical Co. Ltd. Weighted factors for indicators of each hierarchy were determined applying the AHP. Cleaner production levels of the whole enterprise and the all five subsystems were acquired by weighted calculation. The realization of the on-line monitoring and assessing system was based on combination of InTouch and Matlab.3. An optimization strategy considering cleaner production requests as constraints and parts of the objective function was proposed. National environmental laws and standards were considered in the forms of constraints; meanwhile, both the cleaner production index and economical index were considered in the objective function.
