Research PurposeWith the by of knowledge economy, the modern medical science has constantly developed in width and depth which makes the research of medical science tends to be more complicated and integrated and it requires higher demands for the management of medical science research. The objective of the performance evaluation of medical science research is to obtain the maximum benefits of science research output through reasonable and scientific configuration, which is an important method in the management of medical science. On the basis of the theory of performance evaluation and its relevant research ,this subject is aimed to build a medical science research performance evaluation system ,and use this system to evaluate the science research condition of Hebei General Hospital between 2001-2005, and then this paper will make a comprehensive evaluation in the medical and health units in the area of project determination ,research paper and research fruits as well as the input and output of research fund ,etc, establishing a scientific ,objective ,standard and easy operate medical science and research performance evaluation system . Research ObjectThis research takes the science and research condition of departments of Hebei General Hospital between 2001-2005 as its objective, and collect some relevant dates to research ,such as undertaking project determination ,obtaining research fund input and requiring science fruits as well as the press of science and research paper. Appling this established medical science and research performance evaluation system to assess the science and research situation between 2001-2005 in a multi perspectives in order to test the scientificity and practicity of this performance evaluation system. This paper will also analyze the existing problems in the establishment of science and research in Hebei General Hospital and point out the concrete strategies. Research MethodsThis paper, by the application of reading documents and consulting experts, etc. established the framework of medical science and research performance evaluation system, and screened and modified the index system framework twice in the way of DelPhi Method, Brainstorming and cluster analysis .It forms the medical research and science performance evaluation index system finally. Appling the Analytic Hierarchy counts the weight of the indexes of the system. Last, this paper takes this system to have an empirical analysis on the science and research performance between 2001to 2005 in Hebei General Hospital. Research Results1. On the basis of the performance evaluation theory, after the collection and analysis of relevant data, the first medical research and science performance evaluation level index that finally settled owns two items .The input and output of science research area, it has seven secondary index items, they are respectively project determination, the input of science research fund, award-winning achievement, paper press, scientific works, talent training and inventor of patents. Third index items has twenty, they are respectively International cooperation project, the input fund of department and national award, etc.2.Through the analisys of the various science and research project(347 intotal) ,and the science and research input of 211 million RMB between 2001to 2005 which were undertaken by Hebei General Hospital ,it shows that the amount of undertaken projects and science and research fund is going well.The input of science and research fund basically tends of ascent.3.By the multi perspective analysis of science and research fruits ,and research press and works as well as the talent-traing aspects of Hebei General Hospital between 2001to 2005,it concludes that there is no significantly increase ,the output of science research is basically stable.4. According to the established performance evaluation system, it evaluates 54 clinical departments and the development of medical statistic department of Hebei General Hospital between 2001to 2005, and then the test shows (1) After the analysis of input and output of the research fund which is acquired by this paper through SPSS13.0 software and Pearson it acquired the following results: The relevant index of input and output research fund is:r=0.692(p<0.01),it indicates that both of the two aspects exist significant relevance. It means the more research fund that the departments obtained; the bid-winning rate will be higher, and so is the research output. (2)The research input and output rank, the relationship between the research output /input rank and the comprehensive rank of Hebei General Hospital from 2001to 2005. The Spearman rank correlation coefficient of the research input and output rank and comprehensive rank, r is respectively 0.681(p<0.01), 0.965(p<0.01), It shows the positive correlation. The Spearman rank correlation coefficient of the research input and output rank is 0.711(P<0.01) which also indicates the positive correlation. Research ConclusionThis medical science and research performance evaluation system can basically reflect the situation of the medical unit comprehensively and objectively .From the effect of the initial application, this system can help the medical science and research department understand the situation in all-round way from the perspective of science and research input and output and its proportion, which also provide scientific basis for the medical department to make its development plan. |
