| Recently, with the rapid development of science and technology, the technology competition is increasingly intense all over the world. In order to enhance the core competitiveness and consolidate their position, countries in the world increase investment in science and technology and the quantity of high level achievements. Former Health Minister Chen Zhu said "in the current era of peace and development, people’s quality of life more and more as a symbol of social fairness and justice is the most prominent, has become a barometer for global development, China’s scientific and technological research should also keep up with this trend." According to the research group statistics, there are 284 projects won the national awards for science and technology in the medical field from 2004 to 2013, which 68.6% of the first complete units of projects is for medical school and its affiliated medical hospital or affiliated research institute. Scientific and technological achievements not only reflect the scientific and technological workers wisdom and skill, also highlighted China’s scientific research level and strength. How scientific, objective and accurate assessment of scientific and technological achievements is the focus of scientific research management work. Scientific and objective evaluation index system of scientific and technological achievements in selection for University scientific research management departments reporting technology program provides a theoretical basis and fully mobilize the scientific and technological workers to a certain extent in the passion and motivation, improve the level of scientific and technological achievements of scientific research productivity, thereby enhancing our competitiveness in science and technology, and ultimately the real purpose of research management.At present, the evaluation of existing scientific and technological achievements in China is "Post-evaluation mode", that is, after Formation of scientific and technological achievements to evaluate it, the evaluation model focuses on the research output such as papers, patents, books, drugs, medical devices, and so on. From the perspective of achievements, this pattern to a certain extent on the outputs of scientific and technological achievements to a certain direction, but still rendered as a passive mode of management lack of initiative. In order to improve the quality of medical science and technology achievements evaluation, medical management of whole process of scientific and technological achievements, the study proposed by the Ministry of science and technology, "evaluation of scientific and technological achievement category" under the guidance of, and from the perspective of life cycle of scientific and technological achievements through literature research, expert interviews, small meeting of experts and expert consultation to establish a classification and evaluation index system for whole process of scientific and technological achievements. This system contains 3 evaluation index systems which respectively aimed at scientific research results, applied technology research results and soft science research results. The system consist of project phase, implementation phase, application phase and acceptance phase 4 first-class indicator,8 second-class indicator (which evaluation index system for soft science research results is 7) and 17 third-class indicator (which evaluation index system for applied technology research results is 16). Evaluation index system of scientific and technological achievements are good scientific, targeted, comprehensive and navigable.A case study of a military medical college, we study on the evaluating index system of retrospective and prospective aspect of empirical research. We apply the evaluating index system for the reporting technology program of a research military Medical University in past 4 years (2010-2013) scoring, confirmed that the scores mean of different level awards of science and technology differ from the scores mean of with awards (p<0.05).Meanwhile, different levels of scientific and technological achievements for the past 4 years retrospective scores mean can, to a certain extent as a result declared before the science and technology award for self-assessment theory for experts. In 2014, according to the evaluation index some research military medical university grade the project and rank the score, then pick out the application projects. The result is the award percentage increase than in previous years. This refers to the management could enhance the academic influence of university in a certain role in promoting.The study put forward the new management theory of "The predecessor of the outcome management mode", which refers to evaluate and intervene project in the early project evaluation stage, then integrate high-value project to increase the number of outcome and the quality of outcome. We apply the tracking management to transfer passive management mode into active management mode.The study based on The full life cycle of research science and technology achievements, had established a series of individually for scientific research, application research and soft science research achievements (3 sets), through the practical application of effective evaluation index system. Compared with past production management mode, this index reflects the concept of the predecessor of the outcome management mode.
