The Research Of The Current Rural Governance In China

Since the founding of New China, the model of the rural governance has been keeping in constant evolution. At present, the model of rural governance in China is the model of "Township Politics and Village Governance", which was established by the Chinese Government in 1983.The central government established the township government as the grass-roots political power, and the villagers'committee, voted by the villagers, manages the rural public affairs.It has been about thirty years, after the model of "Township Politics and Village Governance" was established. During the process, the rural governance has made a very remarkable achievement. The visage of the rural area has changed completely. The rural economic is growing rapidly, and a great progress has made in the "Every Village" project. The rural infrastructure facilities have been perfecting continuously, and the peasant's living standard has improved greatly. The rural social order is also safe and stable. The villagers'position in public affairs of villages and political life has been promoted. However, this model doesn't fulfill the primal "good governance" goals. The government power does not really depart from villages. In certain rural areas township government dominates the rural public affairs seriously, and the "Involution" phenomenon exists prevalently. The villagers'autonomy and state power are not formed a good interaction and win-win situation.The theory of Social Capital provides a new perspective to study the rural governance and solve the dilemma in rural governance. It has great enlightening significance for the rural governance and the construction of the New Socialistic Countryside. Social Capital, based on trust, norms of reciprocity and networks of civic engagement, can promote collective action and averts the "hitchhike" to reduce transaction costs and improve action efficiency. The rich rural Social Capital is useful to build and strengthen the rural common trust, promote social cooperation, while it can promote the integration of countryside society and maintain the rural order. Specifically, Social capital plays an important role in the supply of rural public goods and social resources integration. Especially, it can improve the supply mechanism of rural public goods, achieve the diversification of the supply of public goods, optimize the allocation of resources in rural areas, and maintain the social stability.The author mainly wants to analyze the current problems in rural governance of China in the perspective of social capital, and seek the methods to solve the current dilemma of the model of "Township Politics and Village Governance" in China.This paper discusses the correlation of theory between rural governance and social capital in detail, and analyzes the positive role in the supply of rural public goods and social integration. At the last, the author analyzes the current situation of rural social capital gives in China, and gives some advice to reconstruct the rural social capital to solve the dilemma of rural governance in China.At present, the current rural social capital in China has many differences in many different ways, such as stock, structure and distribution. It is important to make a comprehensive understanding of the current situation of rural social capital in China. The paper's topic is to excavate the positive factors of the traditional social capital, and cultivate the modern social capital to serve the rural governance and the construction of the New Socialistic Countryside.
