The development on human resource of administrative authorities and value promotion are significant approaches to promote the capacity of servicing public (executive capacity) for the government, they play an irreplaceable important role in socio-economic development and promoting the core competitiveness of government departments. The exploration on the value promotion of human resource of administrative authorities has always been presented in all levels of government management and theorists' research, practical system has not yet taken into shape. This paper discusses some problems on management of human resources of the administrative organs:to analyze the characteristics of the human resources of administrative organs, to research the foundation of theories on executive human resources management, to discuss practices of the human resource management of public department among the western countries, including the history of civil service regulations and the basic principles, the public department practical experience in human resources management of western countries, and getting inspiration from their experiences. This paper discusses the present situation of traditional personnel management of our country's public department, its issues and trends too. Finally it begins with researching the value of human resources and the quality of personnel, the relationship between motivation and circumstance, probes the basic indicators of the value of human resources, and proposes the countermeasures that develop the promotion of human resources of administrative authorities.
