Human resources performance management has become a new method of modern human resources management,being widely used in the enterprise management,some developed international and regional also began to use this management mode early,and becoming mature.In this respect,China starts late,although each department have also launched the performance management,largely not achieve the real purpose of performance management,more often at the completion of tasks.Many public sector still to stay in the personnel management level,the lack of an effective development of human resources,in terms of personal performance management also has a lot of drawbacks.With the continuous development of economic construction,the public sector in our country pay more attention to efficiency,in order to build a service-oriented government,it requires prompt public sector performance management,and performance management of human resources in the public sector has become a top priority.In this article,through the analysis of T city land tax system,finding out the performance management of human resource issues in the public sector,the generality of the combined with working practice,finding the breakthrough to improve performance management,put forward the corresponding improvement measures,these measures are applicable to T city land tax system is the basic unit,at the same time the corresponding theory is also applicable to other public sector,for the public sector human resources performance management improvement direction.The full text is divided into five chapters.The first chapter is the introduction part.Keys have been put forward in this paper,the research purpose and meaning,related research situation at home and abroad were reviewed,summarized the full text research content The second chapter is to introduced the core concept.Basically introduces the meaning of our country public sector human resources performance management,theoretical basis and the necessity of implementation of the management,etc.The third chapter is based on the analysis of the status quo point out T the city land tax system of human resource performance management problems and the reasons for these problems,at the same time,a lot of these questions also exist in the public sector.The fourth chapter is the experience of developed countries.Mainly analyzes the experience of human resource performance management in developed countries for reference and summarizing the United States,Britain,Japan three countries best practices.The fifth chapter is to put forward and discuss the countermeasure.In theoretical analysis and sum up the experiences of foreign developed countries,on the basis of T city land tax system is proposed,for example,improving the management of public sector human resources performance measures.
