As a grass-roots organization, neighborhood committee grows in traditional soil which lies in the traditional Chinese "local nature". Chinese revolution and the "local nature" grants neighborhood committee its unique operating techniques and strategic actions. The neighborhood committee has been considered to be efficient and energetic until the Reform and Opening-up of China.However, far-reaching modernization of state power changed the nature and structure of the neighborhood space. On the one hand, the structure of state power had changed profoundly after the reform and opening-up; on the other hand, the process of modernization reshaped the neighborhood space. In contrast, as an agent of the state in the grassroots level, the neighborhood committee's traditional working techniques have hardly changed.Under the two-way squeeze of the state power and the neighborhood space, the neighborhood committee developed a special strategy of action as a response; "the circle of common interests" mechanism is an outstanding performance of this strategy. Being restricted by this action strategy, the goal of state power has not been substantially implemented, thus hindered the goal of "harmonious community construction".Previous researches were often done from the perspective of institutions and law, but lack of historical and spatial analysis, which will be introduced in this thesis. Policy analysis from the level of the organization's position and actions of the committees are also examined in this thesis. The purpose is to understand deeply the harmonious community construction, and provide some practical guidance as well.
