Today, technology develops highly fast, whose effect on the nature, society and human is getting always bigger. Technology is becoming extremely complex phenomenon, and how to understand the technology has been a major problem which technology Philosophy has to solve the research on technology philosophy.Description of the technical design is the main theoretical issues of technology philosophy. Academia discusses technical design in engineering, humanism and empirical tum and these studies have a high academic value. However, the explanations on the rationality and non-rationality of technical design phenomenon are inadequate. This paper attempts to use Hayek’s evolutionary rationality theory which is a new dimension to explain technical design issues.The paper discusses definition and characteristics of technical design and evolutionary rationality. The paper analyzes structure of technical design which includes subject and object, needs and purposes. The paper discusses the effects and role of technical artifacts which is intermediate in technical design. The paper defines the concept of technical artifacts and analyzes the dual nature of technical artifacts. The paper summarizes the process, feature and the relationship with technical design of technical artifacts’ evolution. Finally, the paper analyzes evolutionary rationality of technical design based on the Moore’s Law and analysis about non-rationality and limited rationality.
