Based on the field investigation of highway flood in Fuling District, Chongqing City, collection and analysis of literature data, this thesis integrates the experts’ consultation and local development demands of traffic construction and it epurates the environmental meaning on highway flood. On the disaster principle, it selects the environmental index on highway pregnant flood. Through the analysis on component of those indexes, it builds a integrated index system about the highway flood and pregnant flood. Meanwhile, this article uses the coupling method, simple dependent degree~analytic hierarchy process—expert reliability et al., to ascertain index weight on the environment of highway flood.According to the ArcGIS, and in virtue of its powerful spatial analysis and cartography, this paper takes digital processing on highway flood basic data and forms single element subarea charts of highway flood environment, In the meantime, on the authority of ArcGIS, it plots out griddings and calculates the composite index on each gridding. It takes administration cell merger and accounts the environmental index of unit pregnant flood for each administration cell. And hereby, it processes the environment zoning on highway flood.This thesis applies the evaluating system and evaluating model on highway flood environment to its zoning investigation in Fuling District, other county districts, Chongqing City, and in demonstration roads, national highway319#and provincial highway103#. Then, its environmental index for41townships in Fuling District and910sections in the two demonstration roads is calculated, and it processes the environment zoning on highway flood. There-into, in Fuling District, the medium easy-happening area includes23townships, Da-mu, Zeng-fu et al., the acreage is1713.06km2, for58.24%in total area. High easy-happening area includes18townships,Qing-xi, Jiu-dian et al., the acreage is1228.40km2, and for41.76%in total area.In national highway319#, for the low easy-happening area, route length is909.8m, for2.23%in total length; for the medium easy-happening area, route length is15221.9m, for37.31%in total length; for the high easy-happening area, route length is20922.2m, for51.29%in total length, and for the danger zone, route length is3740.6m, for9.17%in total length.In provincial highway103#, for the low easy-happening area, route length is3229.6m, for3.59%in total length; for the medium easy-happening area, route length is54981.70m, for32.24%in total length; for the high easy-happening area, route length is29937.10m, for61.04%in total length; and for the danger zone, route length is1921.0m, for2.13%in total length.The evaluation result is basically consistent with the fact, and it has a preferable effect. This system and model is useful to the environmental estimation of other highway flood and pregnant flood too. The conclusion is propitious to provide some reliable information for the potential loss degree of highway flood, and it shows the objectivity and catholicity. It can be extended to other zones for the environmental zoning research and fatalness evaluation of highway flood and pregnant flood. Investigation result has certain practical value.
