In recent years, Henan Provincial Meteorological Bureau Gave more attention to in-service training, and the training scale increased year by year. Management staff of the training organizations focused on specific implementation of training tasks and spared little time to do researches on training quality and results. Therefore, this survey aims at analysis on problems and factors involving training effect plus countermeasures to improve training effect to provide valuable reference for scientific development of the provincial in-service training.The survey was made to collect information about training effects with questionnaires, and research objects include employees working at Kaifeng Meteorological Bureau and Xinyang meteorological Bureau, part-time teachers and management clerks working at the training center of Henan Provincial Meteorological Bureau. The questionnaire shows that the seven problems lie in teaching quality, training pertinence and contents plus model, contradictions between work and training, learning attitude, conversion from training to competence. Interview and investigation reveal the seven corresponding factor:imbalanced competence between full-time teachers and part-time teachers, ambiguous training purposes, absence of teaching management, limited training funds, limited ability to solve the conflict between work and training, ignorance of training importance, and lack of sound supervision and exam mechanism in post-training.Countermeasures are proposed as follow:to improve teachers’ training competence, to establish in-service training system, to increase training investment, to solve the contradictions between work and training, to innovate training concept, to ensure clerks’ rights, to establish the guarantee mechanism in sustainable training, and to expand in-service training scale.
