With the rapid development of China’s national economy, petroleum Oil as the mostimportant energy source for strategic and economy development, more and more attractedwidespread attention. China State investment in oil development and construction is alsogrowing. Xinli Oil Production Plant as an important oil production base for Jilin Oilfield,was built in the1980s, after twenty years of exploration and development and construction,accumulated investment already over70billion RMB, have drilled more than2000oil wells,and over15000thousand tons of the cumulative Oil Productivity capacity. Xinli is the mainand important Oilfield of Jilin Oilfield. Before year of2006, the oil field operating surfacesystem worked many years since it was built up, both the technology and the crude oilprocessing capacity can not meet the actual needs of development and production of crudeoil, to fix this problem, Jilin Oilfield Company invested large amount of money to technicalalterations at large-scale to the oil field surface oil operating system of Xinli Oil ProductionPlant during year of2006to2008. After these years of working, shows that Oil fielddevelopment surface system renovation project very successful after transformation, theeffect is significant.This article talked about this project is typical, not only has outstanding value intheoretical studies, but also valuable to guide the development strategy building and theinvestment in the future for the whole Xinli Oil Production Plant development too.Based on the well-studied theoretically of the Evaluation of investment projects, studythe Oil development surface system as a whole reconstruction project,and evaluated theinvestment and construction of the entire process of system, found out the problems of theproject, Summarizes the experiences and lessons from the construction and implementationof production management process. to provide reference for future similar projects in theconstruction and implementation.
