A Study On Low-carbon Economic Development Of Changchun

Global warming has threatened the sustainable development of human beings seriously.International community and China have taken measures to reply the change of global climateand ease greenhouse effect. November the26th,2009, our country formally declared theaction target that to control greenhouse gas emissions, which in2020the carbon dioxideemissions per unit of GDP decline40%-45%compared with the level in2005, it does notonly bring the pressure to the development of Chinese economy, but also bring the grandchallenge to the development of Changchun economy at the same time. In recent years, itdisplayed many falling that industrial structure is irrational, economic benefit is low, technicalequipment is ageing, the consumption of energy resources is huge in the northeast region,therein, Changchun city as one of the most important cities in northeast old industrial basealso exist above problems inevitably, it run counter to Chinese policy that to reducegreenhouse gas emissions. At present, the international community proposed the policies andmeasures to slow down the emissions of carbon dioxide, which focus on improving energyefficiency, renewable energy, these will contribute to promoting China’s energy efficiencyimprovement and the energy structure optimization, and also for Changchun city to give cleardirection to choose new economic development way, in addition, low carbon transformationas well as become inevitable way out of economic development under the new time andbackground.This paper carries out relevant research about the development of low-carbon economy,taking Changchun as an object. Depends on analyzing Changchun, the status quo of theeconomic development, the level of industrial development, energy consumption status andcarbon emission status, this paper applies the low-carbon economic evaluation index systemto evaluate the low-carbon economic development of Changchun, makes a low-carbontransition path analysis and establish the system of low-carbon city policy frameworkResearch shows that，although Changchun have obtained certain achievement in thedevelopment of low carbon economy, but still have a large gap with the developmentrequirements of low carbon economy. The path selection of Changchun low carbon economy, mainly includes the development of low carbon industry and modern service industry,construct low carbon building, planning low carbon traffic, realize the convenient andsustainable transportation, strengthen the construction ability of low carbon development,etc. Finally, establish the policy framework system of Changchun to develop low carbon citiesand analyses the detailed content, policy goals include micro, medium and macroscopic andso on three levels; the overall design of policy framework, start from the macroscopic level ofoverall control, the medium level of industrial structure and the energy structureoptimization,the micro level of energy saving efficiency and carbon productivityimprovement, the social aspects of the concept and the change of consumption behavior andso on four aspects; the key points for the implementation of the policy can be summarized as:highlight a core ideas, insist on two harmonious and unified, play the effect of three partieswork together, implement four development strategies.
