The paper is about the investigation of the output of garbage, garbage composition and garbage classification in the downtown of Fuzhou. It says that the amount of the garbage output is large.The inorganic composition of garbage reduces year by year, while norganic composition and waste increase. And that the kitchen rubbish plays the largest part in the household rubbish which takes76.04%. Another main part of garbage that takes21.96%is recyclable. The rest only takes2%. The source of the household garbage in Fuzhou doesn’t classify so well but by mixed refuse collection. As a result, it is difficult to carry out the integrated townie garbage utilization. Grave burning rubbish is the main way to deal with the rubbish. Landfill is a subsidiary way. Because of the disclassification of the source of garbage, these two ways don’t have great effects. Secondary pollution sometimes happens. It causes low efficiency and high cost.In order to solve the problems, source separation of household rubbish and source utilization should take three measures according to the structures of composition, the classification of the garbage and the condition of the household garbage treatment in Fuzhou. Firstly, we should set up a classification system of source separation of rubbish. It is the most important measure on which the success of the terminal rubbish use level depends. According to the properties, characteristic and the available condition of city household garbage, we could found two classification systems. Level1classification system is made up of kitchen rubbish, recyclable rubbish, hazardous waste and so on. Secondary classification system includes raw kitchen rubbish, cooked kitchen rubbish, plastic rubbish, metal rubbish, glass rubbish, paper rubbish, waste furniture, e-waste and something else. Secondary classification is workable. It can refine the source of rubbish and it is laying the foundations for resource utilization. In order to make the classification of the garbage source scientific and effective, we should take the following measures.1,Set up the clearly marked garbage separation boxes based on the requirements of the classification of garbage. It is useful to make the garbage source workable.2,Publicize the meaning of the classification of garbage source widely by radio, TV, bulletin board and so on. It will make the thought of garbage classification find its way into every family.3,Set up Economic rewards and punishment system. In other words, we should set up different levels of garbage charge system on the basis of the level of garbage classification.4, Set up administrative responsibility system. Who polluted, who will manage. Secondly, do a good job of classification collection and let garbage classification be worthy of the name. We should do something to make sure the garbage collection and transportation get off the ground. We should collect and transport garbage with the fixed time and fixed location. What’s more, the tools of different kinds of garbage collection and transportation should be clearly marked. Thirdly, we should use different ways to deal with the different types of garbage. Besides waste recycling, waste incineration, landfill, food residue treatment for feed, and marsh gas power generation are all useful ways to deal with the garbage. But different ways depend on different properties, characteristic and the available condition of city household garbage. As for secondary productions, we can recycle them in Green industry base or building material field. Above three important links should be coordinated and orderly developed instead of being disjointed.A perfect construction of city household garbage classification needs a large number of human, material resources, and financial resources.so we should take policy measure during the whole procedure of garbage classification. Comprehensive usage of legal, administrative, economy and technology methods would make progress in classification and utilization of urban living garbage source.Otherwise, the technical measures are also important. We can established model zones in the beginning. Then use the experience of a selected spot to promote the work in the entire area. Construction will be carried out in batches. Finally we will realize the resourceful and harmless treatment of city garbage reduction.
