Study On The Government Supervision Mode Of Wastewater Treatment Industry

The municipal wastewater treatment industry has always been belong to the municipal utilities in China, and with implementing that government invests directly, and the supervision mode of the monopoly business of state-owned enterprises. However, with deepening of our country socialist market economic system reform, the traditional government regulation mode has no longer adapted to the social economic development of our country, lots of problems have appeared. There is no time to delay reforming the government supervision mode of the municipal wastewater treatment industry. Therefore, taking special government regulation mode of Jiangxi Province sewage treatment industry as the research object, this paper researches systematically on the construction of the government supervision mode of the municipal wastewater treatment industry by summing up the related theory and the practical experience on choice mode of Domestic and Overseas.On the specific course of the study, this article focuses on integrating theory with practice.First of all, explain the various meanings、characteristics and theoretical basis respectively, such as the sewage treatment industry’s and government regulation’s; Secondly, by summarizing "Jiangxi mode" of government supervision on wastewater treatment industry, then evaluate its practical effect and analyze it with the method of SWOT. Finally, on the basis of comparative analysis of the experiences of government regulation mode selection in the context of different systems between Domestic and Overseas, put forward some feasible policy suggestions about how to construct our government regulatory model of urban sewage treatment industry.
