Study On The Responsibility Of The Government In The Urban Sewage Treatment Marketization

Sewage treatment system, as an important urban infrastructure,is a key component of the cities'functions, which is closely related to the urban environment and residents living and industrial and agricultural production. To accelerate the pace of urban sewage treatment, orderly establish the emissions of urban sewage treatment, and the positive operating mechanism of centralized treatment, is directly related to the improvement of urban living environment quality and sustainable economic and social development, increasing public concern, the urgent task of the government at all levels. With the development of the market economy and the acceleration of urbanization process,urban sewage treatment industry in China has gradually entered a market-oriented development. Sewage treatment marketization promotes the sewage treatment industry,but at the same time the limitations of the market and the problems of government management and service exist in the market, and appeared distorted,excessive deviation and other undesirable phenomenon in pushing forward the process of marketization, the government's responsibility for a deficiency,and thus triggered a series of problems. Sewage treatment marketization reform does not mean to reduce and weaken the responsibility of the government, the government transfer the provision of services, rather than service responsibility. In the process of Urban sewage treatment marketization,research the meaning of the responsibility of the government in connection with the determination and strengthening the responsibility of the government ,to seek the resolved path for defects of market-oriented reforms.In this paper, defined the related concepts of sewage treatment, marketization and the responsibility of government. From the theory of public goods, public choice theory,as well as government regulation theory, to explain the theoretical basis of urban sewage treatment to the market-oriented reforms and the government responsible for. Analysed the problem of the responsibilities and reasons of the government in urban sewage treatment marketization. On the basis of using for reference the experiences of foreign governments in the sewage treatment market-oriented reforms,attempted to look into the path of choice for strengthening the responsibility of the government, to promote the healthy development of urban sewage treatment industry.
