With the development of the global economy, all kinds of natural disaster have beenhappening all the time, which threaten the stability of human life. After the disaster, in orderto reduce the pain of the victims and the economic loss, there must be efficient disaster reliefsystem. And in the system, the classification management of the relief goods is the premisecondition to ensure that the rescue is systemic and integrity. Relief supplies are the key of therescue. We can only send relief materials to victims faster, timely help victims, effectivelyreduce the disaster loss.Based on the research of the scholars and the actual situation of the relief system, thispaper mainly studies the classification management of relief goods and warning managementwhen disaster relief materials are not enough, and the disaster relief dispatching management.Meanwhile the paper builds a disaster relief logistics information management systemframework, pointing out the function of each module.Disaster relief materials classification management is one of important parts in dailymanagement. This paper establishes disaster relief materials reserve classification evaluationindex system, regarding the material cost, raise the difficulty, timeliness, storage requirementsas the first class index, the purchase cost, storage costs, quality guarantee as the second classindex. And the paper establishes the disaster relief materials classification model, which issolved by the fuzzy comprehensive evaluation method. Combining with the EOQ model, thispaper adopts different methods to control inventory for high value and low value of reliefmaterials.A reasonable allocation of emergency resources plays an important role in the wholedisaster relief. In view of the urgency of transportation, this paper regards transport vehicles,goods and demand point as a network. On basis of time windows, it presents a schedulingmodel for emergency resources with the shortest transportation distance as its goal. And it isadded constraint conditions as the vehicle load, the biggest trip mileage, the latest arrival timeand so on. The feasible solution can be found through ant colony algorithm. And then theglobal search ability can be improved by using genetic algorithm. At last an example solvedby ant colony algorithm and genetic algorithm is given to show the validity.In order to improve the systematicness and integrity of government relief, this paperbuilds the relief logistics management information system framework, and the main modulesincluding: the basic information management, project management, procurement management,inventory management, dispatching management, and system maintenance. Finally, the paperpoints out the deficiency of the paper and the research orientation for the future, which will bepositive significance for the government relief.
