The numbers of environmental accidents in China has been increasing in recentyears, which have posed significant threat to the economic development of our nationand social stability. Comparing to developed countries, we are still at the primarystage of environmental risks management and confronted to the problem of“uncertainty of the happening of environmental events”, despite of the fact that wehave made certain progress in risks management policy making and management. Inorder to tackle this problem, a comprehensive survey on the latest progress ofenvironmental risks management in developed countries has been carried out, whichindicates that the latest management trend is to take “risk precaution” as of overridingimportance, and cover the overall process of “risk assessment”,“precaution project”and “emergency responding project”. On the basis of this idea, Industry Park is takenas a representative case of environmental events; considering the characteristics ofInternet of Things in sensing environmental parameters, and the variability of risksource status, we demonstrate its usage in collecting accurate and helpful informationto decrease the uncertainty of environmental risks, thus realizing the goal of effectiveearly warning and targeted management.In this research, an analysis of the goals, content and method of environmentalrisks management of Industry Park is carried out through investigating the of risksources and current environmental management of Tianjin Harbor Economic Area;On the basis of studying the cases of the application Internet of Things inenvironmental management, as well as a systematic study on the technologies of itsstructure and key module, a design has been made on the structure and main functionsof an emergency management system of air pollution accidents for Industry Park; adetailed design has been stated from the angle of monitoring system of featuredpollutants on perception layer, and the air pollution model on application layer.Through the environmental accident rehearsal, this research production has beenproved to be effective in early warning of air pollution accidents in Industry Park,through instant warning information transmission, quantitative analysis, and visualized result expression, which provides helpful information in decision makingduring emergency responding.
