Research On Standardization System Construction Of Work Safety Law Enforcement And Supervision

Work safety has become a big problem of China’s current economic and social development,and the supervision and administration of work safety also caused the society’s great concern.Safety enforcement monitoring teams play an important role in the fight against the violation ofsafety laws and regulations the production and operation of construction practices, eliminatingproduction potential accidents and preventing the production safety accident. However, due to thelack of standardization of work safety law enforcement and supervision, the imbalance in thedevelopment of law enforcement work, the lagging behind construction of law enforcementagencies, low quality of law enforcement officers and imperfect enforcement procedures can’t beeffectively resolved, making the work safety supervision of our country more difficult to furtherstrengthen, resulting in work safety situation more tense. Therefore, further standardizing lawenforcement and supervision of work safety makes more important practical significance toenhance our work safety supervision and management level. This article mainly carries out lawenforcement and supervision of work safety standardization system research from the followingfour aspects:Ⅰ．Summary of work safety monitoring law enforcement standardized construction. First,discusses the nature and significance of law enforcement work safety; Second, the articleanalyses the urgency of work safety monitoring standardized construction; Finally, proposes fourmain points of work safety monitoring law enforcement standardized construction: systemconstruction, team building, ideology construction, legal construction.Ⅱ．Researches on domestic and foreign situation of work safety law enforcement supervisionstandardization system construction. Analyses the situation of work safety law enforcementsupervision standardization system construction of China and Guangdong Province, indicatingthat Guangdong current law enforcement working pressure is still arduous, and its lawenforcement efforts should be further strengthened; Comprehensive of the actual situation ofGuangdong Province with foreign advanced experience and methods of law enforcementsupervision construction，and puts forward revelations of work safety law enforcement and supervision standardized construction of Guangdong Province.Ⅲ．Analyses work safety law enforcement problems. The main problems of GuangdongProvince law enforcement work including: the law enforcement agencies are not unified, the lawenforcement forces are relatively weak, fail to effectively play commissioned law enforcementefficiency, low quality of the business of law enforcement personnel, lack of law enforcementequipment configuration and monitoring law enforcement efforts. The deep-seated reasons forthese problems are the law enforcement ranks being not in place, the low ability of lawenforcement to monitor, the low level of law enforcement and supervision standardization, theheavy task of law enforcement and supervision. Then, come the fundamental way to solve theproblems is to comprehensively promote the standardization system of work safety lawenforcement and supervision.Ⅳ．Specific study on work safety enforcement monitor standardized system. On the basis ofa comprehensive analysis of work safety law enforcement and supervision standardized systemstatus of Guangdong Province, this article puts forward the construction of system ideas. Andconnecting with the working practice，this article proposes a specific system constructionprograms, including construction goal, construction process, and a key link. Finally, elaboratework safety law enforcement supervision standardization system construction in the followingfive aspects: the work safety regulations, law enforcement and supervision teams, lawenforcement supervisory ability, law enforcement supervision behavior, law enforcementsupervision mechanism and so on, comprehensively promoting the standardization system theoryfoundation.
