Since the1980s,the increasing scarcity of fossil fuels continue to serious environmental pollution problems caused by the extensive use of fossil energy, control the use of traditional fossil fuels and reduce the degree of contamination of the environment of human life become issues of common concern in today’s society. With the continuous deepening of the energy conservation work, we found that only saving is limited to the contribution, being good at discovering the recyclable secondary energy, reducing the unnecessary waste of energy savings, and improving the fuel efficiencies can solve the problem effectively.At present, China’s iron and steel industry energy saving and emission reduction work is conducted nervous and orderly, and also made good gains, but compared to the other advanced steel producing countries, there is still a big gap at energy using and recycling. This paper draws lessons from the foreign research results, combined with foreign development status, analysis the reasons of the high energy consumption of iron and steel enterprises in China, there are four main reasons, this is China’s long-standing difficulties. With the national situation, there are a lot of waste heat in the production of the steel industry, and has not been put to good use,in this paper,the classification of the secondary energy and recycling were studied.The comparative analysis of the serious shortage of low-temperature low-quality secondary energy cecycling,and imporper methods,resulting in a waste of energy.Blast furnace slag water is a steel industy waste residual heat,and has a higher temperature compared to other cooling water waste heat resources,therefore we propose to apply the idea of its heat source for winter heating, analysis the feasibility of using water for blast furnace slag as the winter heating water, combined with the quality characteristics of blast furnace slag flushing water choose the shell and tube type heat exchanger as an energy conversion device, through the analysis and calculation, calculate the selected heat exchanger design and, obtained the best structure of heat exchange equipment. Combined the cost of investment analysis of the selected pump and heat exchanger, choose the optimum flow rate of blast furnace slag water in heat exchanger. Use the blast furnace slag water as heating source, project the validation of blast furnace slag flushing water heating system combined with the actual heating renovation, compared with the original heating source (boiler) the advantages is obviously, and the energy efficiency, economic benefits, environmental benefits are all trilingual, calculate emission reduction of the system through the current CDM emission reduction method, get ready for the application for the CDM project. In general, the renovation project reduce the current city heating stress, and improve the heating quality, plays an important role in the national iron and steel enterprises work of energy-saving emission reduction.
