With the booming development of economy, a large number of waste water was discharged directly into the river, which resulted in worsening water environment. It is essential to protect the water environment for the sustainable development of human being and society by reinforcing the management of the water quality and improving the accuracy of water quality forecast. Water quality forecast system established by newly technology shows the predictions of computer model, and the current situation and variation trend of water environment, also can provide strong evidence for the decision-making of city regulation and ecological construction. And at last controls the water pollution efficiently and promotes the healthy steady sustainable development of water environment.This article researched the domestic and overseas status, key technology and application prospect of the water quality prediction system, then designed the water quality prediction system based on Java and WebGIS in the background of study-product-research program in Panyu District.The whole article mainly includes three parts. The first part, firstly confirmed the system architecture model based on B/S framework according to the business and function request about water quality prediction in Panyu District, then established the web application development platform based on Java EE, the GIS platform based on ArcGIS Server for Java, the database platform based on Oracle and the water quality prediction platform based on Matlab. At last, completed the system integration with the framework about Struts, Spring, Hibernate and Java Web ADF. Then completed the hardware design of the water quality prediction system according to the system performance and software request. The second part, mainly achieved the designation of user access management, history water quality database, map operation function program and the manufacture of electric map about river in Panyu District, and the establishment of water quality model and connection. The third part, showed the system effect about water quality prediction, map operation and query, history water quality data query in the way of printscreen.In the end, this article made a conclusion of the process of establishing water quality prediction system, pointed out the aspects which can be made better and the prospects that the system will be used widely in the future.
