Policy learning is one of the most important research content of policy change, as well as a breakthrough for traditionally power-based view about policy change. Since first published in1982, and amended in1996and2000, ambient air quality standard hasn’t been significantly modified during30years, until February29,2012, when the new vision been published. The policy learning of ambient air quality standard has clearly shown a process of blocked-breakthrough-paradigm transfer. Based on theoretical research about policy learning, policy paradigm and policy network, this paper presents a theoretical framework. And this paper has made conclusions as follows based on the case study:The obstacle of policy learning is old paradigm and its relevant collective knowledge of the policy network. And the forces which break through the obstacle are the addition of new actors that hold different belief, crisis that open the policy window, and the background conversion of policy learning. And the old paradigm whose central idea is "environmental protection" has been gradually replaced by the emerging paradigm whose central idea is "human health and environment quality". And the key factors of the breakthrough are the extension and structural change of policy network, the policy discourse proposed by senior officials of central government, crisis, micro blog which represent the web tool, as well as the overall development paradigm which ambient air quality standard placed in.
