Research On Policy Conflict From The Perspective Of Rational Selection Theory

Environment is the basis for people’s survival,but also the condition for people’s production and life,and is an important guarantee for the sustainable development of Chinese society.Since the reform and opening up,with the rapid development of economy and the further deterioration of the ecological environment,China has issued many corresponding environmental policies and established a relatively perfect environmental policy system,but the implementation effect of environmental policies is still not ideal.The main reason is that various environmental policies have not been effectively implemented.As the leading force of environmental protection,the effectiveness of local government implementation directly determines the implementation of environmental policies.Therefore,it is of great significance to study local environmental policies and the implementation of local environmental policies to implement environmental policies and maintain the sustainable development of society.This paper takes the local environmental policy implementation as the breakthrough point,with the rational choice theory as theoretical support,and select S province Z city,for example,to analyze the problems and conflicts in the local environmental policy implementation,through the literature research method from the network,library,government information website,environmental ecological protection bureau website and other mainstream media to obtain,collect relevant data and data about environmental policy implementation,using case analysis method to analyze policy conflicts in local environmental policy implementation,explore the conflict in environmental policy implementation,provide a basis for effective governance countermeasures.First of all,the introduction section introduces the background and research significance of environmental governance in China,the main literature and research status and achievements in this field,as well as the overall thinking and research methods of the paper.The first chapter briefly describes the environmental policy,local environmental policy implementation,policy conflict and other related concepts and the theoretical analysis tool "rational choice theory".Chapter two introduces the status quo of China’s environmental policy formulation and implementation,the current subject of China’s environmental policy implementation,and the role of local governments in the implementation of environmental policy.Chapter The third chapter takes Z City in S Province as an example to explore the conflict in local environmental policy,demonstrates the conflict performance in local environmental policy in combination with the actual situation of Z City in S Province,and tries to explain the negative impact of conflict on policy implementation and government credibility.Finally,according to the causes of the problem,we put forward countermeasures on how to effectively implement environmental policies.The first is to improve the coordination of environmental policy implementation;the incentive mechanism of policy implementation;the third is the policy implementation guarantee mechanism;the supervision mechanism.
