In the late1990s, China began to enter in the aging society, which has the feature of a large population base, getting old before rich, large regional differences. And the characteristics of aging in rural areas is particularly significant. Medicare demand grows as the growing number of elderly population in rural areas. At the same time,because of the health care prices, irrational allocation of medical resources of urban and rural social factors lead to the rural elderly "difficult and expensive" and the impoverishment and other social problems.Also, because of the internal factors of economic status, health level, rural elderly demand for medical services is suppressed to lower health care utilization, the elderly and more severe medical problems. In addition, the protection of our Medicare subordinate to universal health care, there is no specific protection of Medicare, the elderly and other age groups of farmers to share the new rural cooperative medical. Therefore, in the situation of the aging population, the security status of rural elderly medical in order to establish perfect to meet the Department of the rural elderly health and the demand characteristics of the health insurance system has become a serious problem.The study used a combination of stratification and cluster sampling method, Sample of shuangfeng County in Hunan Province a total150rural elderly conducted a questionnaire survey, aimed at understanding the basic situation of the elderly population in rural areas of medical insurance, health care and health services as well as rural elderly medical insurance wishes. The author used Maslow’s needs theory and the theory of public goods, based on the analysis of the status quo and problems of the rural elderly medicare, recommendations and countermeasures to improve the overall level of medical care for this group of rural elderly, rural elderly enjoy the rural elderly medical insurance benefits.The survey results show that health problems are more common in the rural elderly, the elderly have a high prevalence of chronic diseases and health care demand; rural elderly people are basically satisfied with the new rural cooperative, but there are still a certain gap in their expectations of medical security system; and the economic conditions and education of the rural elderly, as well as the health care system design for its impact on the access of medical insurance. In the current situation and problems on the basis of the following measures and proposals to improve the elderly medical security system:to strengthen the government’s responsibility, increase financial input; improve existing medical insurance system of the rural elderly; Improve the system design; encourage and support the development of complementary commercial medical insurance; improve the supporting systems.
