| In the21st century, the industrialization is the trend of international medical scientific and technological development. Various countries, especially developed countries, have attached importance to developing high-tech medical products, and speed up medical scientific and technological achievements into practical productive forces in order to gain the initiative in international medical competition. However, in terms of the contribution of achievements transformation to economic development, the quantity and quality of domestic achievements transformation are more inferior compared with developed countries, which seriously hampered the rapid and healthy development of medical high-tech industry. To this end, it is of significance to explore the industrialization of medical scientific and technological achievements.ObjectiveIn the construction of innovative country, it is an important task to promote the transformation of medical scientific and technological achievements. This study reviewed the progress on the study of domestic and foreign medical achievements transformation in view of government, research institutions, intermediaries, businesses and consumers. Furthermore, the resource allocation for industrialization of medical scientific and technological achievements was investigated in depth from the aspects of human resource, physical resource and financial resource. The study expected to find a rational resource allocation pattern in industrialization of medical scientific and technological achievements and the ratio of capital requirement in various stages of industrialization on the basis of extensive research, which could provide useful guidance for the good development of medical enterprises. MethodsThis study first investigated the current study situation and resource allocation of the industrialization of medical scientific and technological achievements at home and abroad by the methods of literature induction, questionnaires, interviews, surveys and research participated, which could provide material for theoretical and experimental research. Then, on the basis of analyzing the collected survey information and documents by the methods of factor analysis, chart analysis, comparative study and theoretical study, a set of systematical resource allocation model for the industrialization of medical scientific and technological achievements were constructed in terms of human resource, physical resource and financial resource. Finally, some medical projects with respect to business start-up, conversions, mergers and acquisitions were selected for the rationality validation and practice of resource allocation model constructed by experimental and theoretical methods.AchievementsThrough extensive investigation and research among medical enterprises, the study found that in various stages of industrialization, the direction and ratio of capital allocation were different, that is to say, in research and development stage, the financial funds were mainly used in the building and purchase of laboratory and equipments, as well as the acquisition of corresponding talent; in large-scale production stage, the financial funds were mainly used in the building and purchase of land, plant, equipments, production line and means, as well as the acquisition of production technicans; in the stage of selling products and creating brand energy, the selling expenses and management costs of the sales department almost filled in the total financial funds. The most important innovation was to successfully find the ratio of capital requirement in various stages of industrialization of medical scientific and technological achievements. In other words, the ratio of capital requirement approximately conformed to1:5:25(or more) for three stages of achievements, products, commodities and brand, which meant that the fund for large-scale production was about five times of that for research and development of achievements, while the funds for commercialization and branding were twenty-five times or more of that for research and development of achievements. Thus, a set of systematical, rational resource allocation model for the industrialization of medical scientific and technological achievements could be proposed in terms of human resource, physical resource and financial resource.ConclusionIn the current new era of knowledge economy, it is of significance to actively promote the transformation of medical scientific and technological achievements for the healthy development of domestic medical economy. This study constructs and verifies a set of systematical, scientific resource allocation model for the industrialization of medical scientific and technological achievements, which innovatively shows the ratio of capital requirement in various stages of industrialization of medical scientific and technological achievements, and is practically and feasibly beneficial to the sound development of medical enterprises.SignificanceThe elucidation and application of resource allocation model for the industrialization of medical scientific and technological achievements, as well as the ratio of capital requirement in various stages of industrialization provide a scientific practice method for the successful transformation of achievements, which possesses profound theoretical guidance and practical significance for the steady running of domestic medical enterprises, and is conducive to the healthy and rapid development of whole pharmaceutical industry as well as the increase of national economy and the satisfaction of consumer demand. In addition, the content of strategic management also can be enriched. |
