Thirty years ago, China is in the background of the planned economy system. Taking for granted, China have founded and developed the healthcare system to adapt to the planned economy system. In the guidance of our government, public medical care, labour-protection medical care and rural cooperative medical service were established, at the same time, public healthcare policy of "prevention first, treatment integration’" were founded. At that time, the government provided direct public healthcare service, so that everyone could enjoy basic medical healthcare services, which embodied commonweal of the medical healthcare services. Then, after the reform and opening up, adapting to the market economy system reform, China gradually set up healthcare system reform. In the rough road for reform in April2009, deepening healthcare system reform were bringed up, in which an important mechanism to realize value orientation was "returning to commonweal".According to the existing literatures, which studied commonweal of new healthcare system reform, the author find that many scholars same to have reached consistent opinion about "the value orientation of healthcare system is commonweal". But through careful study analysis on many literatures, the author thinks that there exist many objections in two arguments between "the value orientation of healthcare system is commonweal" and "the value orientation of public hospitals is commonweal". The study thinks that in the new healthcare system reform,"commonweal" value orientation should be theoretically proved, and that it should not be equal between "the value orientation of healthcare system is commonweal" and "the value orientation of public hospitals is commonweal". In this study, based on the ethical discrimination of "commonweal", the paper explains the "ethical behavior of commonweal" from the theoretical perspective, finds an ethical position for the "commonweal of healthcare system", and maintains that public hospitals can hardly return to commonweal under the current system where the "financing of medical cost" and the "provision of medical services" are separate. However, life and health are everyone’s basic rights, which maintain social progress and development, and the medical service is often seen as "lack of the ability to pay and must satisfy the needs", therefore, the cause of medical treatment and healthcare obviously retains characteristics of commonweal.In that way, how can we understand, and indeed, achieve the commonweal of the healthcare system? The study insists that the governments at all levels are responsible for the commonweal of medical and healthcare system, and public hospitals are only a means towards that end. In the medical and healthcare service demand, the governments leading to universal healthcare road is the embodies of implementing commonweal of medical and healthcare system in the guidance of governments; and in the medical and healthcare service, the paper takes "the healthcare system reform in Suqian" as a case study to discuss how market mechanism is introduced into the healthcare system reform and how it helps to realize the value orientation. The paper thinks that governments should allow market access, cancel the price administration control, and encourage market resources to enter healthcare system. Let public hospitals and private hospitals fairly compete, so that the public people can afford healthcare service equally, and accessibly, to realize the commonweal of medical and healthcare system.
