Therefore, how to deal with Germam nationals became one of urgent problems to solve. On this matter, Chinese government put forward the policy of "tolerant and pity", and took a series of corresponding measures.The paper intends to make a comprehensive study and comment on the management of the German nationals during the First World War, The text is divided into five parts.
