After the September18Incident, Japan occupied the Northeast of China by forceand fostered Pu Yi to set up puppet regime--Puppet Manchukuo. Under the controlof Japan, there established a colonial governed institutions from central to localgovernment to support Japanese domination. This research object of this article is theofficers of Manchukuo. Aim at the measures that Japan carried out in Manchukuo,‘people of Manchu and Japanese nationalities were both appointed as governmentofficials’, this paper further discusses Japanese officers, researching specifically thesource, appointment, right and salary of them.Actually, the control of Manchukuo byJapan was through the ambassador of Manchukuo who was also the commander ofKwantung Army, which was so-called ’ Interior Govern Rights’. The performance ofKwantung Army’s instruction was through the system of Japanese officers, whosecentral was ’ Centrism of General Office ’ and ’ Undersecretary SystemFrom central to local level, there existed network of Japanese officers, of whichthe Ministry of Public Management was core and ’’ Undersecretary System wassupporting. And the antennas of Japanese control spreaded to almost everywhere ofNortheast society.There are five parts of this paper. The first one is introduction. This partintroduces the writing background, concludes the research achievements and theexisting problems of former scholars and elaborate the innovation and purpose of thispaper. The second part is about the establishment of Manchukuo, including thebackground of it. Third part describes the Japanese officers in Manchukuo, mainlyintroducing their positions and rights in both central and local level. The fourth partindicates the privilege of Japanese officers, evolving the power over personnel,decision-making and their special treatment. The fifth one is conclusion. In this part,the author concludes the whole paper, analysis the overall power of Japanese officerin Manchukuo, suggesting that power of Manchukuo completely is a puppet regime.
