Performance Evaluation Of Public Culture Service Based On AHP

Establish public cultural service system in the whole society, make sure the residents could easily enjoy public cultural services and protecte people’s basic cultural rights and interests are the main targets of Chinese cultural reform and development during the12th five-year period. As an important part of the public cultural service system, performance evaluation is the "booster" of the culture reform and development. The "11th five-year plan" on cultural development needs to establish a mechanism of performance evaluatioin public culture sevice, so performance evaluation of public culture service has the policy basis. Performance evaluation of public culture service is not only an effective tool for promoting government service, but also a protection of the cultural rights of citizens as well as a way to supervise the public departments of cuture. Apparently, improving the evaluation of public culture service is really necessary.In this paper, the author made a deep research and discussion on Public cultural service in gansu province by using literature and empirical research (mainly quantitative research), combined with analytic hierarchy process (AHP). This paper firstly embarks from the theoretical basis of performance evaluation of public culture service and elaborate the theory and realistic meanings of performance evaluation of public culture service. Combined with the practice of public cultural services evaluation, analyze the significance and principles of constructing the performance evaluation index system, then introduce the domestic scholars’opinions of building evaluation index system. This paper develops hierarchy index system and calculating weights of AHP model by discussing the characteristics and advantages of the analytic hierarchy process.The fifth part analyze the14cities’public cultural services in Gansu province with14indicators.The purpose is to find out the"short boards" of public culture service in Gansu province and attempt to put forward suggestions to improve the public culture service in Gansu province.
