Culture is the source of a country and a nation’s eternal creativity,and it is the key to enhancing the overall national strength.Therefore,promoting the prosperity and development of cultural undertakings is an important measure to promote high-quality economic and social development and promote the great rejuvenation of the Chinese nation.Among them,improving the ability of public cultural services is an important basis for advancing this process.The 18th National Congress of the Communist Party of China and the 3rd and 4th Plenary Sessions of the 18th Central Committee clearly put forward that a modern public cultural service system should be established,a public cultural service guarantee law should be formulated,and the standardization and equalization of basic public cultural services should be promoted.As a national "cultural center",Beijing has higher requirements for public cultural work,attaches great importance to public cultural services,and shifts its requirements from a single equalization to the goal of "four modernizations".Both supply and use need to rely on service facilities.Various types of public service facilities constitute public cultural service spaces of different scales and carrying different functions in cities.Therefore,the supply and governance of public cultural spaces by the government has gradually become a public Another core issue of equalization of services.The new era requires the government to continuously improve its own governance system and modernization of its governance capabilities.In this environment,how can the government promote the supply of public cultural services to promote the realization of public cultural space justice,and how to examine the supply of public cultural services from the perspective of space justice.These are the issues that this paper will focus on and discuss.Therefore,this paper takes the theory of spatial justice as the core,deeply excavates the connotation and extension of spatial justice,combines the existing research results on the evaluation of public cultural service quality,and uses the analytic hierarchy process to construct a structure composed of "equality","diversity",3 first-level indicators of"personality",8 second-level indicators of "spatial distribution","facility construction" etc.and 29 third-level indicators such as "’15-minute living circle’ coverage rate" and "area of public cultural service facilities" The evaluation framework of public cultural service supply from the perspective of spatial justice composed of indicators is used to guide the evaluation and analysis of the supply of public cultural services in Xicheng District,Beijing.Empirical research based on questionnaires found that public cultural services in Xicheng District have strong equality and weak diversity and personality.The study also verifies the positive correlation between residents’ participation behavior and the level of spatial justice.Then,based on the empirical results,this paper summarizes the difficulties and reasons existing in the supply of public cultural services in Xicheng District,and believes that the spatial distribution of facilities is affected by urban planning.The low utilization rate of grass-roots facilities and the age difference of service objects are the most prominent problems in Xicheng District.In this regard,corresponding countermeasures are put forward from three aspects:flexibly optimizing the layout of facilities in multiple ways,implementing the supervision mechanism,and improving the feedback and participation mechanism.While the facilities are distributed,it is guided by the needs of residents to improve service quality and ensure the spatial justice of public cultural services.
