In recent years development of chinese chemical industry park showing a trend of large-scale and intensive development, has appeared in a series of chemical industry park clusters, the cluster trend being more apparent especially in Shaanxi, Inner Mongolia, Xinjiang and other regions. Chemical logistics park provides matching logistics services for chemical industry, involving many supervision departments, higher safety requirements and other characteristics, there are many logistics operation modes to choose, currently study on it is still not mature. Considering the economic benefits and safety, chemical logistics park generally chooses the railway to complete the long-distance transportation of large quantities of raw materials and products, how to realize chemical logistics park efficient and safe operation, has become the key of scale benefits of chemical industry cluster to be fully reflected, study on operation mode and operation safety evaluation of chemical logistics park is particularly important.The paper studied layout modes of chemical logistics park and their application conditions. Through analysing logistics operation mode,according to characteristics of layout mode of chemical logistics park and different main body of investment of logistics infrastructure facilities, and put forward four operation modes, which are the operation mode based on the railway dangerous goods third party logistics enterprise investment, the operation mode based on chemical enterprise investment, the mode of chemical enterprise investment and the railway dangerous goods third party logistics enterprise operation, and the mode of common investment and the railway dangerous goods third party logistics enterprise operation, and discussed their advantages, disadvantages and applicable conditions.The paper also studied the impact factors of operation safety of chemical logistics park, which included compliance with requirements of laws and regulations, accord with requirements of qualification, personnel management, requirements of safe distance of equipment and facilities, requirements of configuration of equipment and facilities, safety management and emergency rescue, established chemical logistics park operation safety evaluation index system. It established chemical logistics park operation safety evaluation model based on BP neural network, training and simulating network model by using graphical user interface (GUI) of MATLAB neural network toolbox, made the model error reach the predetermined range inner. Finally, the paper studied the comparative analysis to safety of two chemical logistics park operation modes with an example.
