The Central Government And Local Government In The Urban Air Pollution Control Research In The Game

The atmosphere is one of the essential environment factors for human survival and development. Air pollution has important implications on the ecological environment and human survival. In recent years, with the acceleration of China’s urbanization process, urban air pollution is increasingly serious, and urban air pollution control is imminent. In the process of governance of urban air pollution, between the central government and the local government there is a benefit game. The local government to maximize their own interests as the goal and pay attention to short-term interests may hold a negative attitude in the central environmectal policy implementation, thus ignoring the reional air pollution control. Based on the game theory as the foundation, and the combination of environmental economics, the decentralization theory and the stakeholder theory, this paper analyses the benefit game between the central government and the local government in the process of governace of urban air pollution. This paper puts forward the present condition of the government governing urban air pollution in our country and the problems existing in the process of the government governance. And it points out that the central government and local government’s administrative decentralization and local government having a double agent role are the reasons of the formation of the game in the process of the government governance of urban air pollution. Also, it analyses the central government and local government’s conflicts of interest and non-equilibrium of interest game in urban air pollution control. Based on game theory, it builds the central government and local government’s static game model, dynamic game model and non-equilibrium game model in the process of governance of urban air pollution, and carries on the analyses to the models, reaches relevant conclusions. Finally, from the analyses of game of the central government and local government, it puts forward to the countermeasures of strengthening the government governance of urban air pollution. The article hopes to provide certain theoretical basis and practical value for the solution of our country’s increasingly serious urban air pollution crisis.
