Research On The Implementation Of Local Government Environmental Policy From The Perspective Of Conflict Of Interest

Since the reform and opening up,my country's economic construction has made world-renowned achievements,and has also paid a huge environmental price,and environmental pollution has become increasingly serious.For this reason,the report of the 19 th National Congress of the Communist Party of China clearly stated that we must fight for the fight against pollution.The country has also introduced a series of environmental policies to control pollution,but the results of governance in some areas are not satisfactory,and policy implementation problems frequently occur.From the perspective of conflicts of interest,there are conflicts of interest among different stakeholders in the implementation of local governments' environmental policies.Therefore,studying conflicts of interest plays an important role in solving the problems of local governments' environmental policy implementation.The research on policy implementation is an indispensable subject in political science.The article uses conflict of interest as the starting point to study the implementation of local government environmental policies,selects H city government industrial pollution prevention as an example,and combines relevant interest theories to illustrate four research dimensions of local government environmental policy implementation from the perspective of interest: The subject of conflict of interest,the behavior preference of the subject of interest,the performance of conflict of interest,the internal mechanism of conflict of interest.Starting from four dimensions,it studies local government environmental policy implementation issues,analyzes the consequences of conflicts of interest and provides solutions,forming a basic idea for studying local government environmental policy implementation issues.Specifically,the article is divided into five parts.The first part is the introduction,which mainly introduces the research background and significance of the article,research status at home and abroad,research ideas and research methods,etc.;the second part defines basic concepts such as local government,environmental policy implementation,and industrial pollution prevention and control.Explains the basic content of public choice theory and conflict theory,and on this basis,constructs the analysis dimension of local government environmental policy implementation issues from the perspective of conflict of interest;the third part introduces the current status of industrial development and industrial pollution in H City,and elaborates H The content of environmental policies related to the prevention and control of industrial pollution in the city,and the analysis of stakeholders,behavior preferences and conflicts of interest in the implementation of environmental policies.The fourth part discusses the internal mechanism and consequences of the conflict of interest;the fifth part provides suggestions for the solution of the conflict of interest.The whole article is laid out in accordance with this logical idea,in order to provide corresponding guidance and reference for the implementation of environmental policies of local governments,resolve conflicts of interest issues through the co-governance of multiple subjects,and promote the modernization of the national governance system and governance capabilities.
