| The Educational Labour Union is an integral part of the ChinaFederation of Trade Union. As a “component cell” of the EducationalLabour Union, the School Trade Unions also shoulder thefour-basic-function of “maintenance, construction, participation andeducation”, which is one of the main bases for the evaluation of theperformance of the School Trade Unions’ work. The School Trade Unionis a mass organization, formed with faculties voluntarily. It is the bridgebetween the Party organizations and broad masses and faculties. As anintegral part of the school system, the work of the School Trade Unions isclosely related to the school Party organization and executive.Therefore, in addition to evaluating the performance of duties of thefour basic functions, evaluating the work of the School Trade Unionsshould involve investigation into its connection with other parties, its roleand result, taking into consideration the perspectives of the Partyorganizations, its role and faculties.The research literatures of evaluation of the School Trade Unions,practice and exploration, lessons learned are very rare. According tothe current situation of the evaluation of the Pudong New Area SchoolTrade Unions’ work, there exists a trend that the evaluation criteria, theevaluation process and the evaluation feedback is unreasonablysimplified and weakened. Few people show interest in the study in thisfield.Based on the theory of the development of objective evaluation,the goal of the School Trade Unions’ work, the policy documents, theexperience of the Union staffs and the request from higher-level tradeunions, the Party organizations and the faculties, this article put forwardthe evaluation criteria. The author has made an evaluation experimentin the school that he works for. Through re-evaluation after evaluation, the author summarizes the preparation and the implementation of theevaluation index system, with a view to improving them and promotingthe scientific development of the School Trade Unions’ work. |
