Since entering21th century, in China’s public policy evaluation, a powerfulevaluation strength and subject comes from Internet, which indicates that netizen’sparticipation in the public policy evaluation increasingly influences the process ofevaluation. However, the relevant study on netizen’s participation does not keep upwith the pace of times. Therefore, it has important practical significance to analyze thecurrent situation of network political participation and public policy evaluation systemin our country, as well as to discuss and propose the countermeasures our governmentshould take in the process of netizen’s participation in policy evaluation.Chapter One is introduction, which mainly elaborates the background andmeaning of the theme selection, the research status of public policy evaluation andnetizen’s political participation at home and abroad, and it also presents the conceptdefinition, study frame and methods.Chapter Two analyzes the significance of Chinese netizen’s participation inpolicy evaluation. First, it introduces the current situation of Chinese public policyevaluation and proposes that the evaluation system led by the government demandsnetizen’s participation. Then it stresses on the main political significance and policyimplications of netizen’s participation.Chapter Three first introduces the platform and fields of Chinese netizen’sparticipation in policy evaluation, which includes forum, blogs, micro blog, instantmessenger, online video, news comment, online live and other various network media.Then based on cases and experience, it observes and analyzes the policies and issuesnetizens mainly involve in, and it is found that they care about the economic policiesconcerns about their immediate interests, the social policies involving equality andjustice as well as national policies about significant strategies.Chapter Four analyzes the process and behaviors of netizen’s participation. First,it states the process features of their participation. Second, it discusses the behaviorcharacteristics of their participation, including mixed rational participation andirrational participation, conflict in multi-position on abstract issues, skeptical comments on policy programs and effects, being passionate about public critics andexerting pressure, guerrilla participation under web censorship and so on. At last, itanalyzes the obstacles that keeps netizens from rationally and orderly participating inpolicy evaluation, such as social realistic problems, policy evaluation system,controlling supervision and netizens themselves.Chapter Five discusses the way for netizens to rationally and orderly participatein policy evaluation. First, it proposes to complete system and standardize theparticipation procedures, through which public policy can be realized, and then toestablish the platform for citizen’s participation in policy evaluation, develop networkplatform of policy evaluation, perfect the platform for government’s communicationwith netizens. Moreover, it also points out that citizen’s rational and orderlyparticipation not only demands perfect out-of-network policy evaluation system, butdemands the government turn around controlling methods in order to correctly dealwith diverse netizen’s participation.Ultimately, the paper comes to the conclusion of study results.
