Military hospital has characteristics of both military units and public hospitals. Butit has particularity. Human resources management of military hospital is neither equal tothe cadre management of combat troops, nor copy the management mode of publichospitals. Military hospital must establish a scientific human resources managementconcept, continue to improve the incentive mechanism. This paper, depended on thetheoretical basis of human resource management, took the lead in researching the use ofthe incentive mechanism in the military hospital systematically.Studies have indicated that human resources of military hospital havecharacteristics that undertaking huge social responsibility and high–risk work,engaging in the labor what need plenty of knowledge and skills, needing high teamspirit and being a unsung hero to dedicate. During implementing management, we muststick to the principles that Chinese Communist Party manage talent, people–centered,ability and political integrity, giving a job to one according to one’s ability,stimulating competition and the development being as important as the using. Yet thereare leading problems existed in human resources management of military hospital. Theyare human resources managing diversity was not been reflected, it was difficult tomobilize the working enthusiasm of military staff and employ staff, and non-militarytalent lost seriously.Studies have indicated that in recent years, the military hospital has begun toimplement human resources incentives management. However, there are still problemsthat incentives can not play its role well, there is a huge difference between militarystaff and employ staff about material rewards and they pay no attention to logisticalwork. The reason is that human resource managers′quality is not high, humanresources management concept did not develop over time and human resourcemanagement agencies were set unrealistic.This paper combining with author′s actual work,through carrying on deepanalysis on that Hepatobiliary surgery of a military hospital made the reform anddevelopment a success, further summed up valuable experience that military hospitalmade use of human resources management incentives, found countermeasures how touse human resources incentive management properly to provide effective personnelsupport for the development of military hospitals. Finally, according to the case analysis and research results, This paper gavemeasures and recommendations to improve human resources incentives of militaryhospital, these include: first, effectively improve the efficiency of the leadership, leadersshould understand the important idea of the human resources development, establish anew management concept and learn scientific development knowledge. Second,optimize human resources development environment, provide high-quality hardwaresupport for staff, create equal employment atmosphere, create a good academicenvironment and establish outstanding cultural concept. Third, improve the efficiency inthe use of human resources, intensify the introduction of high–level personnel,strengthen the training of professionals, be bold to make use of outstanding young talent,and break the routine to use military and non-military personnel. Fourth, provide avariety of pathway for implementing human resources incentives, pay attention thatmaterial and spiritual incentive are closely integrated, rely on the feeling incentives tomobilize the enthusiasm of the staff. Fifth, establish and improve the incentivemanagement system, such as performance appraisal system, salary distribution systemand so on.
