The township government is the lowest level of administrative system in our country government organization, compared with other local government, township government management of local public affairs more functions, has the most extensive, most direct, close contact, and the broad masses of peasants and therefore, a bridge for the contact and communication with the country people the organs of political power. But villages and towns government because of its own particularity, the government has not effectively play. A very important reason is that the human resources have not been developed and managed effectively, initiative, enthusiasm and creativity of government human resources have not been fully used, not to improve the quality of human resources. To adapt the needs of development, give full play to the town government function of the human resources, the cultivation of a high-quality contingent of cadres, so as to improve the township government’s public management level, has become the urgent need to resolve the issue, the core content of this paper.Town government in the case of human resource management, has a certain universality in the grass-roots government in the middle area, conducts the research to the human resource management of the large’town government, for other type of township government has certain reference value and guiding significance. This paper firstly reviews the relevant theory of human resources management, for a thesis on the theory platform; according to the status of a large town government human resource development as a case, analyzes its existence in the problem of human resource development, analysis of the reasons, make rational thinking of government human resources management, summarized in the magnetic Yao town government human resources management enlightenment, hope to be able to other peer township government human resource development activities to provide useful reference. Research mainly uses the literature research, case studies and comparative research methods. Literature research by searching the related research literature, find out the human resources and the concept of human resource management and related theory, and briefly expounds.
