Therefore,perfecting social security system not only needs to technically reform, but also needsto have strong pertinence and operability of theory as the guidance. On the basis ofsocial justice, baseline equity theory combines with our country realistic nationalcondition, and transforms the fair problem into specific, quantifiable index system.Dividing the baseline makes the market and government responsibility clearly, andputs forward the baseline equity welfare model. It provides a new idea for perfectingsocial security system of our country, to accelerate the construction of social securityhas important practical significance.According to the baseline equality as the starting point, using literature andlogical analysis on the baseline equity theory has carried on the comprehensiveanalysis and summary, including the baseline connotation, the relationship betweenbaseline equity and social justice and fair welfare model. According to this theory,analysis the specific content of the baseline and the meaning of the safeguard content.On the basis of putting forward basic security system construction, the author thinksthat the system should mainly includes five content, such as the lowest living security,basic medical security, minimum housing security, basic education security and basicincome security. First of all, to supplementing the specific items of basic securitysystem and adding basic education and income protection to existing projects: the lowest living security, basic medical security, minimum housing security. Thenstudying and analyzing the status of these security problems. Finally, aiming at theshortcomings putting forward policy suggestion. In order to ensure that the systemcan better play to the role of the social safety net, and to maintain the baseline equity.
